Patrick Buckley 8026250257 fix(ci): exclude vllm-litellm deploy example from wheel-completeness check ...

The vllm-litellm/ deploy example (#686) lives under turnstone/ but ships in the
repo, not the wheel — the package never references it; you clone the repo to run
the compose stack. Add its files to the check's intentional-exclusion ALLOW list
so the build job passes.
