❗ We now parse rego metadata annotations by default.
Rule annotations now support a `labels` field. During policy eval,
labels from all successfully evaluated rules are collected and included
in each decision log entry as a top-level `rule_labels` array. Each
element preserves the label map from one evaluated rule. Exact
duplicates are omitted.

External rule sources let wrapping projects inject rules at evaluation
time instead of compile time. The compiler marks external packages in
the rule tree but doesn't index them. When topdown hits an external
node, it calls Lookup to get rules, compiles them on the fly with a
scoped compiler, grafts the result into the tree, and caches it for the
duration of the evaluation.
Sources can be isolated (default, no access to surrounding policy) or
non-isolated (can reference static rules and other external sources).
The ExternalRuleIndexCloser interface handles cleanup after evaluation.
Precompiled rules can skip compiler stages via SkippedStages to avoid
redundant work.
This includes:
* hooks: add BundlePreActivate hook This one is handy when registering
external sources.
* topdown: catch `ir == nil` rule index result
This wouldn't ordinarily happen: the compiler is checking refs before.
But in our use case, the SP rules may be configured to be able to reach
into the surrounding Rego (non-isolated mode). If that happens, the IR
lookup may indeed end up as `nil, nil`.

Parsing is generally fast, so this mainly improves performance
of creating big bundles with many Rego files in them. For Regal's
embedded bundle, loading it from memory would previously take 16
ms on my laptop, and now it takes 9 ms. There are other things
in this process that could be concurrent too, like JSON unmarshalling
of multiple data files. But starting with parsing modules.
This PR adds `errgroup` as a direct dependency (previously indirect)
as it is a nicer way to work with wait groups, and one that can be
useful elsewhere in the codebase (like in the compiler).
Also, and as usual, went off on a bit of a tangent refactoring code
related to the bundle build process, and made sure to use some common
helpers in code where available.

This commit adds support for changing out how bundle storage and
activation work. To allow swapping out bundle activation, two new
`bundle` package functions are provided:
- `RegisterActivator`: Registers a bundle.Activator with a string ID.
- `RegisterDefaultBundleActivator`: Sets the default bundle.Activator to
use by ID.
Behind the scenes, a few new `bundle` package variables are used to
track what bundle activators are available, and which is the preferred
default.
This system allows registering many activators, and allows choosing the
bundle activator to use at activation time. The activator to use is
decided in the following order:
- `(bundle.ActivateOpts).Plugin` is used when non-nil.
- `bundle.bundleExtActivator` is used when an ID was set with
`RegisterDefaultBundleActivator`.
- The default/original bundle activator is used if no other selection
was made.
To support swapping out bundle storage (useful when testing new bundle
designs), a new `bundle` package function is provided:
- `RegisterStoreFunc`: Sets the function to use for creating bundle
storage.
These two features together allow swapping out most of the bundle
activation flow, without requiring deep modification of the `bundle`
package. Lazy bundle loading mode is also enabled across many CLI
commands and other bundle loading points now when a non-default bundle
activator is set.

This commit comprehensively plumbs in the bundle lazy loading mode
option in the compile, runtime, rego, and bundle packages. It also
includes the bare minimum plumbing to allow the path watcher utilities
to also toggle the option on.
In nearly all places where a default is expected, the lazy loading mode
is set to false (disabled) to avoid behavior changes.

This PR adds interning of strings representing common integer values,
which greatly speeds up "to string" operations on numbers, and updates
some built-ins commonly used for this to make use of interned values
where possible.
This is "light" version of a previous PR that did this more aggressively,
but also came with more caveats. Importantly, interning of new strings is
now never done at "runtime", but only allowed at init time. The API for
interning is marked experimental and should not relied upon by anyone
who expects a stable API.

Brace yourselves! For there are many touched files here. No changes
in semantics however.
Spent a long time trying out the various optional rules gocritic
provides, and settled for a few of them. There are more I really
like, but that would take many hours to address across the codebase.
Perhaps others find gocritic too pedantic? If so, we can merge the
fixes without enabling the rule.

And many smaller performance improvements. The indexer recycling results
is one of the most impactful performance improvements as of yet, and alone
saves more than 2 million allocations in the Regal lint benchmark. The indexer
is also more efficient, as `values` are no longer stored on the struct. Thanks
@tsandall for that code!

All packages, except for `cmd` and `internal`, have been moved into a new `v1` root package.
Old packages are kept for backwards-compatibility reasons. All contained code is replaced with simple type aliases and proxy functions to `v1` implementations.
Old packages default to the Rego v0 syntax, new `v1` packages default to the Rego v1 syntax.

The schema of the input document for the authorization
policy is known to OPA. This feature leverages that
to perform automatic type checking on the authorization policy.
The checks happen on policies provided to OPA on start-up and
also those provided via bundles. This check is enabled by default
and can be disabled using the `--skip-known-schema-check` flag
on `opa run`. This feature will help catch errors such as
typos, mismatch types etc. in these policies and provide precise
feedback to the policy author.

Support OPA Client SDK programs loading bundles from an arbitraty filesystem, such as an in-memory filesystem, which unlocks additional uses that include compiling a bundle to an intermediate representation from a client program rather than the OPA command line.

Before, the capabilities were plumbled through in most places:
1. checking which builtins exist
2. passed along to the optimizer
3. passed along to the planner
But they hadn't been passed along to the file loader. As such, it could not
pass the caps along to the parser either. This is now done, but adding a new
method to the FileLoader interface.

This commit adds support to the `compile` package for extracting
entrypoints from Rego `entrypoint` metadata annotations. The new
entrypoint annotations can be applied to any valid entrypoint target,
e.g. rules and packages.
An example policy using the new entrypoint annotations:

input.x
}
The `build` and `eval` CLI commands have been updated so that they do
not require an entrypoint to be explicitly provided with `-e`, so long
as at least one valid rule/package is marked with an entrypoint
annotation.
The new feature is additive; entrypoints can still be explicitly
provided to these commands by `-e`, and those will be used alongside the
entrypoints discovered from the metadata annotations.

Add option to inmem.store which allows disabling the round-tripping
through JSON when adding data to the store.
This option is intended for callers who can guarantee the objects they
pass to Write are JSON objects, and have properly ensured the object
will be only be accessed by store once added.

I might have overshot here, but adding variable-length function parameters
is not a backwards-compatible move. Concretely, if you had been using code like
var x func() storage.Store = inmem.New
going from New() to New(...Opts) would break it.
* storage/inmem: use it where possible without roundtrip
* storage/inmem: deal with nil map
It looks like this is something the roundtrip had guarded us from.
Now, we'll explicitly check this.
This came up when running the bundle tests with roundtripping disabled.

This commit enables print() calls inside of the server for INFO and
DEBUG log levels. The print hook is plumbed through to the server via
the manager so that other server implementations (e.g., the Envoy
plugin) can be updated similarly.
The server will compile print() calls for the /v1/query API but not
others since (i) print() calls inside the policies will already have
been compiled and (ii) the queries are limited to fetching `data`
paths and therefore cannot contain print() calls themselves. The
bundle plugin has been updated to compile print() calls as well--this
way the bundle plugin/server will respect incoming bundles and not
attempt to override them.

These changes add support for digital signatures for policy bundles which
can be used to verify their authenticity.
Bundle signature verification involves the following steps:
* Verify the JWT signature
* Verify the files in the JWT payload exist in the bundle
* Verify the file content of the files in bundle match with those in the payload
This commit adds a new `sign` command to generate a digital signature for policy bundles.
For more details, run "opa sign --help"
The signatures generated by the 'sign' command can be verified by the
'build' command. The 'build' command can also sign the bundle it generates.
The 'run' command can verify a signed bundle or skip verification altogether.
OPA 'sign', 'build' and 'run' can be used to
sign/verify bundles in bundle mode (--bundle) mode only. Verification
can be also be performed when bundle downloading is enabled.

This commit refactors the load/store/compile implementation that used
to live inside the runtime package. Specifically:
* Move init-time file loading logic into separate internal package
(initload) along with store/compile logic. Add tests around
load/store/compile that don't require the entire Runtime object.
This also avoids duplication of the "version overwriting" logic.
* Move store/compile calls into the manager. This avoids the need for
two compile operations on startup.

These changes refactor the discovery implementation a bit to improve
test coverage and remove duplication of common logic shared with the
bundle plugin.
Specifically, the downloading logic has been moved into a separate
package that is shared by bundle and discovery. Second, test coverage in
the discovery implementation is increased from ~15% to ~85%.
These changes also include a few functional improvements:
- The default decision paths can be updated dynamically
- The decision logger can be enabled dynamically
- Discovery downloading errors are reported in status updates
- Discovery bundle is evaluated with all runtime params
- Custom plugins can be created dynamically
- Status updates include both discovery and bundle status

These changes add support for accessing runtime information inside of
policies. In some cases, policies need to access environment variables
or configuration that OPA was booted with. These changes add a built-in
function that allows policies to gain access to this information. The
built-in function itself is relatively trivial. Most of the required
changes were plumbing the runtime information from the entrypoint down
into the evaluation engine. The alternative would have been to introduce
a global variable containing this information however that would be have
been harder to reason about in library integrations.
