Torin Sandall	c5106fa49d	Remove decision log buffer limit ... This change removes the default decision log buffer limit to avoid unintentionally dropping decision logs. If users are concerned about memory usage they can set the limit, but by default they will not be surprised by log discards. Torin Sandall	49bba1faa8	Add decision logging plugin ... Previously, decision logs were kept in-memory and enabled via diagnostics configuration.
