Rebuild 2026.8.1-beta.2 on frozen main commit be600d0a24, including the trusted Telegram isolation repair.

Preserve the still-release-specific plugin/package fixture corrections, Matrix/Buzz QA ownership, current generated config and locale artifacts, and restore intentional out-of-band Slack native approvals after an unrelated forwarded-image PR added a conflicting channel guard.
