* fix(memory): restore the manager lazy boundary

* refactor(memory-core): delete dead manager plumbing

* chore(lint): ratchet max-lines baseline after memory manager split

* fix(memory): keep the manager out of the runtime facade

* test(memory): cover transitive manager facade imports
