Unset heartbeat.target now resolves "owner": elected heartbeat notifications deliver to the operator's DM resolved from commands.ownerAllowFrom or the channel allowFrom (first concrete entry; wildcards and channel-scoped wildcards excluded; configured owners exhausted across channels before any channel-local fallback). Delivery requires the channel's own classifier to positively prove a direct destination — every bundled messaging plugin now ships an inferTargetChatType contract — and unproven or group-shaped destinations fail closed to the visible no-route state. The first implicitly-routed delivery carries a one-line self-explanation naming the target: "none" opt-out. Explicit target "last" remains as the follow-the-conversation opt-in. Refines the unreleased #121892 default before it ships; refs #121880.

Unset heartbeat.target silently collapsed into the explicit "none" opt-out: heartbeats ran every 30m by default, elected notifications were dropped with only an in-memory event, and health read fine. Unset now resolves to "last" (the most recent conversation); explicit target: "none" keeps its internal-only contract. Polls skip pre-model with reason no-route while no route exists yet, and status/doctor surface the waiting-for-route state. Deliberate maintainer-owned default cutover: existing installs without a configured target start receiving heartbeat alerts in their last conversation after upgrade.

The runtime retirement already shipped: busy deferral is automatic,
reasoning payloads stay internal, the HEARTBEAT_OK ack budget is fixed at
300 chars, the Heartbeats prompt section follows cadence, and tool-error
warnings are always on. Docs still advertised skipWhenBusy, ackMaxChars,
includeReasoning, includeSystemPromptSection, and suppressToolErrorWarnings
as live options; this aligns seven pages with the fixed policies and the
strict heartbeat field list, locks the claw-profile skipWhenBusy rejection
diagnostic with a dedicated test, renames includeReasoning-era test/comments,
and canonicalizes claw add-plan workspace path assertions (macOS realpath).

The database scratch migration (3e2b3ea4) left two named upgrade bridges:
the revision-0 read-only HEARTBEAT.md fallback in the heartbeat runner and
the doctor heartbeat-template repair contribution. This deletes both; the
doctor scratch migration remains the sole upgrade path.
Merge gate: hold until the next stable release containing 3e2b3ea4 has
shipped and completed its upgrade window.
Each legacy heartbeat tasks: entry becomes an editable system-created cron
job (declaration key heartbeat-task:<agentId>:<hash>, per-occurrence
identity for duplicate names) that fires a guarded heartbeat wake carrying
the task prompt plus current monitor scratch context. Task cadence is now
independent of the base heartbeat interval; active-hours, busy-retry,
min-spacing, and flood guards are preserved, deferred payload-carrying
wakes are retained and retried after the spacing floor, and colliding
task/event wakes cannot starve each other.
openclaw doctor --fix migrates existing blocks: async parse/plan, then one
synchronous SQLite transaction that rereads the pinned scratch revision,
upserts job rows, and strips the tasks: block atomically — concurrent
doctors serialize on the database and a losing run aborts untouched.
Orphan fields, invalid intervals, and incomplete entries block migration
of their block with a clear finding instead of silent text loss. The
runtime tasks: parser is deleted; leftover text is ordinary scratch prose.
Nine Codex gpt-5.6-sol xhigh autoreview cycles; final verdict clean.

Heartbeat runs can use a per-turn model override via agents.defaults.heartbeat.model. Before this change, the run metadata was written back to the shared session store, so the next normal turn could inherit the heartbeat provider/model and a smaller context window.
This lands the contributor fix plus maintainer polish:
- preserve existing session runtime model/provider/context metadata when persisting heartbeat turns
- avoid creating invalid provider/model pairs for legacy model-only session entries
- leave empty prior runtime state unset for heartbeat-only turns
