Give the reporting command a machine-readable form and classify the
group and mutations against the CLI JSON-output policy.
Agent-created agents (durable roster entries with provenance) are now
planned work, so the blanket VISION.md guardrail against agent-hierarchy
frameworks no longer reflects direction. The adjacent guardrail against
heavy duplicative orchestration layers stays.
Change "optional capability" to "optional capabilities" to better match the plural "plugins" in the same sentence.
No functional changes. Documentation only.
