* fix(tooling): avoid shared tsx cache startup stalls
Use the shared preloader before tsx initializes so maintained build, check, and test commands retain memory transforms without scanning other checkouts' disk caches. Preserve changed-cwd forks and copied tooling closures.
* test: align command contracts with tooling bootstrap
* fix(pr): release locks after linked worktree teardown
* test(pr): verify native cleanup and retained lock ownership
Initialize the existing script-local supervisor root before canonical Git resolution, and replace overlapping teardown fixtures with the real native merge and gc lifecycle.

The lock auto-releases only while the pre-side-effect validation marker is active; review_init marked side effects before the read-only metadata fetch, so a transient GitHub failure retained the lock and forced a lock-recover loop. The read-only fetch now runs before the marker.

the full release profile union, make parsed paths string | null, add missing
parseArgs fields via help/non-help unions, add a missing sibling declaration
(budget-number-args), drop 15 unused lint directives
- precise install-record/tuple typing removes the type-aware oxlint
regressions the first declarations caused in scripts/e2e implementations
- route .mts declaration edits under test/ to the testRoot lane and reference
the test-root project from tsconfig.projects.json so tsgo:all covers it
(closes both review findings against the lane wiring)
